The Northern New York Amateur Radio Association (NNYARA) is composed of ham radio clubs in the Adirondack Mountains and adjacent areas of northern New York State stretching from the Canadian border to the Mohawk Valley including Clinton, Essex, Franklin, Fulton, Hamilton, Jefferson, Lewis, Montgomery, St. Lawrence, Schoharie counties (the ARRL NNY Section).
NNY Emergency Communications (ARES, RACES, MARS) [click here]
ARRL/ARES SIMULATED EMERGENCY TEST - Thursday OCTOBER 3, 6:00- 800 PM:
Activity will be a section-wide HF net beginning at 6:00 PM on 3.958 and moving to 7.245 at 7:00 PM, and a section-wide VHF net on the Whiteface repeater at 6:00 PM. VHF net will not interfere with the weather net on Whiteface at 7:00 but it will be incorporated in to the SET. Stations could report actual wx conditions. Local VHF nets (repeater or simplex) can also be established. Net participation and status information can be passed to the section net.
The scenario is a severe winter storm still in progress that started as rain at lower elevations then changes to freezing rain and/or snow as the temperature drops, with some high wind gusts in some locations as the cold front passes through.
This causes power and telecommunications outages. Some roads are impassable. In the higher elevations precipitation might be all snow but some places may still be isolated and/or without power & communications due to problems in surrounding areas. Temperatures are expected to remain well below freezing for several days.
It may take up to 3 days for roads to be cleared so that supplies and work crews can be brought in to restore power. Some remote areas may not get power restored for a week. Shelters have been/are being set up for people who have lost power/heat. The full extent of damage is not yet known. The state may activate the National Guard to help with disaster relief efforts.
The NNY net has been established to provide communications between EOCs and the State Office of Emergency Management. Local nets are established to facilitate gathering information and to support local emergency response operations.
Information to be reported can include local net status, weather, road conditions, power and telecommunications outages, shelters set up, supplies needed, critical medical transport, etc. Ideally county EOCs and other facilities will be activated. Hams checking in to local nets report status (operating on battery or generator, condition of road, snowfall, etc.) and/or could simulate operating from a shelter or actuality go to a local school, fire house, or other location the would be used. Net control at EOC or similar facility will relay info summary to section net.

Perfect opportunity for fire tower or other mountaintop operations. All NNY stations encouraged to participate just using using a 2 meter HT or mobile on simplex frequencies. NNYARA evening HF: We have tried to pick a time and frequency convenient for most people but schedule conflicts and QRM have been against us. Try calling on 3958 any time. You may hear NNY stations in the evening on the NYPON on 3925 at 5 PM, the NYS Phone, Traffic, & Emergency Net on 3925 at 6 PM, and the Top Band SSB Net.
The Top Band SSB Net meets 8:30 PM Wednesdays on 1945. KC2VMF in St. Regis Falls is usually net control.
You may also hear NNY Stations on the Carrier
Net 3935 weekday and Saturday mornings at 9 AM (eastern) or the pre-net
